  The need for a highly-skilled Victorian workforce is clear

  • 1,421,000 new workers, including 668,000 workers in occupations that generally require VET, are expected to enter the Victorian economy over the next 10 years
  • The clean economy transition is expected to create 10,000 new jobs per year until 2030
  • The care economy is Victoria’s largest workforce and will need 335,000 new workers over the next 10 years
  • Digital transformation means that digital skills will be essential for 1.2 million new workers over the next 10 years
  • The Housing Statement and Government’s infrastructure agenda calls for tens of thousands of additional Victorian workers

  Some areas of the skills system can be strengthened

  • Learner and industry needs can be better met by improving selected qualifications
    • Some Victorians need stronger foundation skills
    • A number of VET qualifications can be better designed
    • Some Victorians do not have the digital skills needed to fully participate in work and training
  • Barriers to up-skilling and re-skilling remain
    • Current processes to recognise workers’ existing skills are not adequate
    • For learners who cannot access Free TAFE, financial barriers might prevent them from undertaking or completing training
  • School students need more exposure to work to make informed career decisions

  The 2024 Skills Plan identifies opportunities framed around the priorities below

  • Deliver knowledge and skills that strengthen economic growth and enable the delivery of the Housing Statement and clean economy transition
    • Deliver more foundation skills in Victorian TAFEs to increase workforce participation and career opportunities
    • Pilot the redesign of some VET qualifications so VET remains fit for purpose and is seen as a valuable skilling pathway
    • Improve the delivery of digital skills in VET to leverage new technologies and lift productivity
  • Make it easier for people to access VET, up-skill and re-skill
    • Modernise Recognition of Prior Learning (RPL) to support more workers to up-skill and re-skill in priority areas
    • Advocate for expanded Commonwealth financial support for VET learners to support more Victorians to start and complete their training
  • Better connect secondary school students to the world of work to help young Victorians get the most out of their schooling
