Victorian Road Safety Strategy 2021-2030
The Victorian Road Safety Strategy 2021-2030 aims to halve deaths by 2030 and put us on a strong path to eliminate all road deaths by 2050.
Road Safety Victoria – based within the Department of Transport and Planning – led the development of the strategy in collaboration with the Victorian Road Safety Partnership – the Transport Accident Commission, Victoria Police, the Department of Justice and Community Safety, and the Department of Health and Human Services.

Transport Portfolio Aboriginal Self-Determination Plan
The Transport Portfolio Aboriginal Self-Determination Plan is the framework for a whole-of-transport approach to embedding self-determination and ensuring our transport system is informed by the voices of Aboriginal Victorians. The plan formalises how the transport portfolio will work together as one in a coordinated, integrated fashion to deliver outcomes with, and for, Aboriginal Victorians.

Public transport operator payments
Metro Trains and Yarra Trams receive regular payments from the Department of Transport and Planning to cover the delivery of services and the operation and development of the networks. The terms of these payments are outlined in operator franchise agreements.
On 30 November 2017, Metro Trains and Yarra Trams entered into seven-year contracts to operate Melbourne’s metropolitan train and tram networks respectively. Under the conditions of the contract, both operators will be held to new performance measures and will be accountable to deliver against these metrics in order to receive any incentive payments.
Incentive payments are based on a detailed measure of the passenger impact of service disruptions. These include delays, cancellations, short services, and a number of other disruption types, including trains that bypass the City and/or Westona loops.

Reporting fraud or corruption
Statement of commitment
The Department is committed to promoting a culture of integrity and ethical behaviour in the delivery of services it provides to the Victorian community, and in the governance of those services.
If you have knowledge or reason to believe a departmental employee, agency employee of the department, contractor, or service provider is or has been involved in fraudulent or corrupt conduct, you should report it as a complaint or a public interest disclosure (PID).
Public Interest Disclosures Act 2012
The Public Interest Disclosures Act 2012 (Vic)(opens in a new window) (the PID Act) supports the Government's commitment to the principles of open, honest and accountable governance and is designed to protect the public interest by:
- exposing serious public sector wrongdoing,
- ensuring public organisations are responsible and accountable,
- protecting people who make a public interest disclosure from detrimental action and ensuring their privacy.
You receive the protection of the PID Act once your allegation has been fully assessed as being a public interest disclosure.

Environmental approvals for High Capacity Metro Trains
Environment Protection and Biodiversity Conservation (EPBC) Act approval for the Pakenham East train stabling and maintenance depot works was issued on 8 November 2016. This was based on studies of the environmental and cultural heritage values.
Early works commenced on this site in February 2017.

Project area designation
Melbourne Underground Rail Loop Fire and Life Safety Upgrade Stage 2
On 18 March 2022, the Minister for Planning designated the project area under section 95 of the Major Transport Projects Facilitation Act 2009(opens in a new window) (MTPF Act).
The designation of the project area enables the project proponent (the Secretary to the Department of Transport and Planning) to use the project delivery powers under the MTPF Act.
