Recycling Victoria is leading risk, consequence and contingency planning in the waste, recycling and resource recovery sector. Our priority is to make the system more reliable and support Victoria's transition to a sustainable and thriving circular economy.

Circular Economy Risk, Consequence and Contingency Plan

The Circular Economy Risk, Consequence and Contingency Plan (CERCC Plan) is an annual, state-wide plan for the waste, recycling and resource recovery sector.

It is the first of its kind in Australia and brings together government and industry in a shared commitment to provide Victorians with greater confidence in the reliability of waste, recycling and resource recovery services.

The CERCC Plan outlines serious risks in the waste, recycling and resource recovery industry that may disrupt services and how responsible entities must mitigate them.

The Head, Recycling Victoria is required to submit the CERCC Plan to the Minister for Environment on or before 31 December each year.

Responsible entities

Responsible entities are a critical sub-set of service providers in the waste, recycling and resource recovery sector. Responsible entities manage services that, if disrupted, present a serious risk to service continuity or progressing to a more circular economy.

Sector participants must self-assess whether they are a responsible entity. The Guidelines for a Responsible Entity Risk, Consequence and Contingency Plan and the CERCC Plan will assist with the self-assessment.

Participants who self-assess as a responsible entity must notify Recycling Victoria within 60 calendar days. This applies immediately following the publication of the CERCC Plan on 9 May 2024, or at any time, based on a change in the entity's circumstances.

A responsible entity notification form is available for download and must be emailed to RVResponsible.Entity@deeca.vic.gov.au.

Support for responsible entities

Recycling Victoria will support responsible entities to prepare a Responsible Entity Risk, Consequence and Contingency Plan (RERRC Plan) that must be submitted by 30 September each year.

Guidelines will help responsible entities to:

  • identify their own risks, consequences and contingencies
  • submit their plan and a Statement of Assurance
  • comply with the relevant portions of the Circular Economy (Waste Reduction and Recycling) Act 2021 (CE Act) and Circular Economy (Waste Reduction and Recycling) (Risk, Consequence and Contingency Plans and Other Matters) Regulations 2023.

Background

In recent years, the waste, recycling, and resource recovery sector has been impacted by significant disruptions, including national and international policy changes, natural disasters, human health emergencies and failures of key operators and facilities.

The Circular Economy (Waste Reduction and Recycling) Act 2021 (CE Act) introduces a risk, consequence, and contingency planning framework to manage significant risks of disruption to waste, recycling, and resource recovery service in the sector.
