In February 2020, the Adult, Community and Further Education Board released the Board's Strategy 2020-25. This strategy establishes a blueprint for the ACFE Board and the Learn Local sector for the 6 years from 2020 to 2025.

The Adult, Community and Further Education Board’s research strategy supports Learn Local sector policy development and implementation. Below is a selection of research reports and initiatives to promote effective use of research in the Learn Local sector.
Interim evaluation of Stronger by Design initiative
This report is a formative evaluation of initial phases of the Stonger by Design initiative. The initiative seeks to refresh the current pre-accredited training delivery model (as outlined in the current Pre-Accredited Quality Framework, or PQF) to be more learner-centred, with an increased focus on funded pre-accredited programs demonstrably building learners 'core' language, literacy, numeracy, employability and digital (LLNED) skills and articulating clearer pathways to further study or employment.
The evaluation sought to ascertain the value and effectiveness of new (PQF+) tools, resources and professional development modules produced through a co-design process involving two seperate pilot groups of Learn Local providers across 2022 - 2023. The evaluation ran from May to August 2023 and utilised a range of data sources, from workshops to surveys and targeted interviews.

This report concerns developing an evidence base to inform more effective approaches to engage ‘hard to reach’ learners into pre-accredited courses. This research was conducted by Deloitte Access Economics in 2022 and will inform a number of approaches to system-wide promotions, advocacy and policy settings in 2023 and beyond.

This report shows who participated in pre-accredited training from 2013 to 2016 and how they progressed in their learning. It covers training trends and general patterns to understand pre-accredited program activity. As this is a trend analysis, the report outlines general patterns, rather than individual achievements.
Learner trend data includes:
- the types of people who participate the most in pre-accredited training
- the types of pre-accredited training received
- possible pathways into accredited training.
The report was undertaken by Deloitte Access Economics in late 2017.
