Overview
All VET providers who receive funding from the Victorian Government are required to provide statistical data to the department.
The data is used to shape policy, monitor VET activity, evaluate initiatives and plan for the future.
Submit your student statistical data to Higher Education and Skills via the Skills Victoria training system.
Getting started
You must have a valid username and password to access the 'statistical data submission and validation' website.
If this is the first time you have submitted data in the collection, you will need to contact us to obtain valid login details. In an email, provide your name, telephone number and training organisation identification number (TOID) which was issued to you by the Victorian Registration and Qualifications Authority (VRQA).
Access the Skills Victoria Training System provides more information on how to do this.
You will also need access to a range of resources to successfully meet the requirements of the statistical collection.
Guidelines
The Victorian VET student statistical collection guidelines and validation supplement contain all of the information you need to know about the statistical collection. These documents are essential to understanding the content, definitions and formal requirements of the collection.
Guidelines for 2025
Guidelines provide information and guidance to providers of VET including eligible community-based providers about Higher Education and Skills' group statistical submission requirements for 2025. These guidelines support the AVETMISS 8.0 changes and are to be implemented for the 2025 collection year.

Classification tables
The National Centre for Vocational Education Research (NCVER) makes all of the critical classification tables you will require for the collection available in electronic format. The classification tables include codes and descriptions/labels for:
- OSCA – Occupation Standard Classification for Australia, 2024, version 1.0
- country
- language
- field of education
- other reference tables used in the national AVETMISS (Australian Vocational Education and Training Management Information Statistical Standard) data collection

Nationally accredited training activity
The government training website provides a search and browses function that allows you to find specific training packages, qualifications, courses, units of competency and registered training organisations (RTO) that are licensed to provide training in Victoria and the other states.

Student management software
Several commercial software vendors provide packages capable of meeting your student administration needs and are compliant with the requirements of the VET statistical collection. Contact vendors directly for more information. Unfortunately, Higher Education and Skills cannot endorse or recommend any particular package.
When assessing the ability of a package to meet your business requirements, also ensure that it can meet Higher Education and Skills' reporting requirements which include compliance with the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS).
