Earth Resources Regulation supports the Minister for Resources as Victoria's regulator of exploration, mining, quarrying, petroleum, recreational prospecting and other earth resource activities. Our role is to ensure earth resources activities are conducted safely to protect people, land, infrastructure and the environment.
We assess and authorise earth resource projects that create business and job opportunities, particularly in rural and regional areas of Victoria. We enforce laws to ensure that mine, quarry and petroleum operators fulfil their obligations to safeguard the community and environment.
Earth Resources Regulation performs a range of regulatory functions for the use of earth resources, including:
- Allocating rights to Crown-owned mineral, petroleum and geothermal resources
- Authorising Extractive Industry activities
- Assessing applications for work plans for exploration, mines, quarries and petroleum wells, including rehabilitation and community engagement, in line with recognised standards to protect public safety, land, the environment and infrastructure.

Revenue growth can be affected by changing levels of employment and volatility in investment returns on the accumulated funds to meet its workers’ compensation expenses.
The substantial increase in WorkSafe expenses can be attributed to the workers’ compensation claims cost and liabilities, i.e. the cost of medical treatment to help injured workers recover and weekly earnings costs incurred during the recovery period. The increase is due to an increasing prevalence of both primary mental health claims or complications where an injured worker with a physical injury develops a mental health condition whilst recovering. Recovery from mental injuries often requires months or even years of ongoing support, unlike recovery from many physical injuries which may be over in weeks.
It is also important to recognise that the WorkSafe operations are self funded through levies on employers and accumulated reserves, and do not represent a call on the Government’s budget.
