AI presents new complexities and risks which require a coordinated and strategic approach in Victoria.
Recognising the long-term, existing work on enhanced digital and data practices throughout the Victorian Government and across the economy, the Commissioner for Economic Growth is asked to review and report on Victoria’s use of artificial intelligence.
The Commissioner is asked to recommend any changes in the Victorian Government’s approach which would support the use of artificial intelligence in the State of Victoria, in a manner that appropriately balances risks and opportunities.
In particular, the Commissioner should consider:
- Existing use and development of AI technologies, resources and skills.
- Perceptions, appetite and aspirations for the use of AI.
- Best practice whole of government activities for facilitating adoption of AI, including appropriate policy, legislative and regulatory frameworks.
- The economic opportunities and possible future impact of AI.
- The use of AI in economic and regulatory modelling.
Inquiry process and conduct
The Commissioner will ensure the following when conducting this review:
- Research and practical inquiry directions are completed in an efficient and effective manner in accordance with these Terms of Reference.
- Active consultation is undertaken with relevant stakeholders across government, industry and the community.
- Consideration of a wide range of factors including economic, social and environmental.
- Recommendations are pragmatic and include both short-term actions and longer-term strategic reform.
The Commissioner is asked to deliver the report or reports to the Treasurer by 31 October 2024.
