Overview
The Victorian Government has released its response to the Formal Review into the Victorian Government Bodies’ Engagement with Construction Companies and Construction Unions (the review).
The review made eight recommendations about how the powers of Government bodies can be strengthened, so it can better respond to allegations of criminal and other unlawful behaviour.
The review found that a multifaceted approach involving cultural, regulatory, legal, policy, and contractual change is required to enable government to better respond to allegations of criminal and unlawful behaviour.
Recommendations in the final report emphasise collective action among employers, agencies and law enforcement to encourage complaints, share information and act on misconduct.
While many enforcement levers lie with the Commonwealth, there are actions Victorian government agencies can take to enhance oversight.
Government has committed to support all recommendations – either in principle or in full.

Timeline
20 July 2024 - The Premier announced a Formal Review into how Victorian Government bodies interact with construction companies and unions involved in Victorian Government construction projects. The Premier appointed Greg Wilson to investigate, report on, and recommend actions relating to the terms of reference.
29 August 2024 – Interim report delivered to the Premier.
29 November 2024 – Final report delivered to the Premier.
18 December 2024 – Victorian Government released the final report and its response to the Formal review, accepting all recommendations either in-principle or in full.

- Reports of criminal activity should be made to Victoria Police
- Reports regarding corruption or misconduct by police or public officials should be directed to the Independent Broad-based Anti-corruption Commission
- Health and safety concerns onsite should be directed to WorkSafe.
