Energy Services Company (ESCO)

The Greener Government Buildings Program (GGB) manages a panel of Energy Service Companies (ESCO’s) that comply with the conditions of an Energy Performance Contract (EPC).

EPC is a specific method of delivering energy and water conservation measures, whereby one service provider is responsible for the design, project management and installation stages of the project. Further, in an EPC project, the service provider is required to guarantee the energy and water savings delivered by the project, and provide measurement and verification of project outcomes.

Organisations that demonstrate their capability to deliver EPC services in Victoria will be admitted to the Panel, and be eligible to take part in select tender processes for the provision of EPC services to Victorian public sector entities. DTP will evaluate the Applications.

Victorian Government

The Victorian Government annually spends over $380 million on energy and water consumed by its buildings, causing the emission of over 3.9 million tonnes of greenhouse gases.

In 2009, the Victorian Government developed the GGB Program which aims to deliver cost efficiencies and environmental benefits across all government owned and operated facilities including (but not limited to) health care, education, correctional, police, transport, sporting, arts and water infrastructure.

Each project implemented under GGB is required to identify and implement energy and water conservation measures that fit within a blended simple payback period of typically five years.

In 2009, the Agency established a Whole of Victorian Government Energy Performance Contracting Services Panel (“the Victorian Panel”) to deliver EPC projects under the GGB program. Since its establishment, the Panel has assisted the Victorian Government on 32 EPC projects valued at over $250 million.

The Victorian Panel currently consists of 9 organisations that are considered pre‑qualified to tender for EPC projects with Victorian Government departments and agencies and are inviting interested organisations to join the Panel and take part in EPC projects targeting Victorian Government buildings and infrastructure.

Pre-qualification Agreement

ESCO’s are required to sign a pre-qualification agreement with the State to enable them to be eligible to deliver EPC services under the program.

The Prequalification Agreement will set out:

  • the terms upon which each panel member will respond to a Request for Proposal;
  • the standard contract templates to be used as a basis for the Detailed Facility Study agreement and Energy Performance Contract;
  • the minimum expected level of professional service in the provision of EPC Projects, and the monitoring and communicating of Panel members’ performance in delivering EPC Services;
  • any required accreditations for the provision of EPC services; see Part B Accreditations for further information.

The term of the Pre-qualification Agreement/s for successful respondents is expected to cover a period of four years unless terminated earlier by DTP.
