BDM offers support to Victorians across every stage of their lives. This includes people who are experiencing hardship and disadvantage.
Birth certificates are essential for accessing government services, including:
- benefits
- education
- employment
- housing, and
- banking.
For many vulnerable Victorians getting a birth certificate can be a challenge.
Those most at risk of not having access to a birth certificate include:
- people experiencing homelessness
- people experiencing family violence
- refugees, and
- Aboriginal and Torres Islander communities.
To help overcome these barriers, BDM has updated its resources for support workers. This has made it easier for people in challenging circumstances to apply for a birth certificate.

Access to a birth certificate is a fundamental human right. BDM is committed to ensuring everyone has the documents they need.
